I wrote in my last article that the WTO Ministerial meeting in Hong Kong "will be a seminal moment in the history of the industry". I should have written 'could be a seminal moment', because at this stage it looks like it may not turn out quite like that. The negotiations have lurched forward quite significantly, with the EU putting down two definitive proposals for cuts in import tariffs, the second more generous than the first. Unfortunately, it has not been enough to meet the aspirations of other WTO members. Without agreement on agriculture, the round can't move forward. The pressure is still on the EU to move again. By implication, the burden of blame is also on the EU if Hong Kong doesn't succeed.
