No less than ten years after deregulation, the UK dairy industry is still looking for a consensus about what factors do, in fact, determine the price of milk. This may sound like an extraordinary thing for me to say, but I didn't say it. It was one of the conclusions drawn by a committee of MPs that examined 'Milk Pricing in the United Kingdom'. Examinations of milk pricing and the industry's economics in general have been relatively frequent since the end of deregulation. The OFT first had a go, and then the Monopolies and Mergers Commission spent months chewing over it. The Milk Development Council then asked KPMG to have a look. The investigation by the House of Commons Select Committee on Environment, Food and Rural Affairs is the latest effort. Unfortunately, like a lot of its predecessors the Committee's report still leaves a lot of unanswered questions. However, in truth this was not its purpose. The Committee was prompted to undertake its investigation because producers complained bitterly that the 2ppl rise in retail liquid prices last year didn't result in a 2ppl rise in raw milk prices. That this could never have been the case, because retail liquid milk only constitutes 25 per cent of raw milk sales, is neither here nor there. The fact was that the producers expected it to be the case.
