Bureaucracy is meant to be the ultimate manifestation of rational decision-taking. Clever individuals are stuffed into office blocks. Data is assembled for their examination. They mull over the evidence using whatever intellectual tools they've acquired from their training. And out of this process comes a reasoned and dispassionate analysis with recommendations for action. Life in a bureaucracy may not actually be like this, but it is the type of model that the European Court of Auditors subscribes to. As they are auditors, who are almost - but not quite - glorified accountants, it would be difficult for them to subscribe to any other type of model. If there is any profession that models itself on the pure logic of arithmetic, then it must be the bean counters.
