The U.S. Export- Import Bank, which is funded by the U.S. Congress, initially denied the several million dollar loans to Reliance Power on the grounds that the loans would have been used to purchase mining equipment that, in turn, would have been used to feed a new coal-fired power plant that will create carbon dioxide emissions, The Wall Slreel Journal reported.
