Colorado's legislature, in April, passed H.B, 1365, a bill that required the state's largest utility, Xcel Energy, to file a pían with the state's Public Utilities Commission (PUC) outlining how it will reduce air pollution emissions from its electric generating plants. In addition to significant job losses in the coal industry, energy consumers stand to lose in a big way, he said, "as the cost of natural gas exceeds that of coal by 300 percent."
