As network operators absorb the pain and cost of the transition to LTE, they are faced with the need to move their voice and messaging services from circuit-switched to packet-based VoLTE. It's a daunting prospect because of the significant investment needed and the difficulty service providers will have recouping this: in 2017 it is unrealistic to expect to charge customers more than a basic amount for voice minutes and messages.
