TODAY'S WORLD IS far different from the one our military prepared for a generation ago.As lawmakers grapple with budget cuts and assess new and emerging threats, U.S. military strategy will have to change. Full spectrum operations, interagency opera-tions and building partner nation capabili-ties are the new imperatives for our 21st century military.Before his retirement late last month, Defense Secretary Robert M. Gates said, "Where possible, U.S. strategy is to employ indirect approaches—primarily through building the capacity oj partner governments and their security forces—to prevent festering problems from turning into crises that require costly and controversial direct military interventions."
