I applaud the efforts of former Defense Secretary Robert M. Gates to reform the Defense Department in a rational and systemic manner. As part of that, the Pentagon and its new leader should consider placing the reserve components in the National Guard. While this sounds rather harsh, let's look at the issue in a holistic and rational manner. The system of activating a Title 10 response force is a complex administrative process. Therefore, it would be easier to access this supporting force if it had the same dual capability as the National Guard for both Title 10 and Title 32. As a federal-only force, the reserve commands are the last vestige of the Cold War ready-reserve force primed for immediate mobilization to Europe or Asia.
