Q. Last year, even before September 11, the U.S. Commission on National Security chaired by former Sens. Gary Hart and Warren Rudman, predicted a terrorist attack on U.S. soil. Among its recommendations, the commission suggested that the National Guard undertake homeland security as its primary mission. Others have echoed that recommendation. What role do you see the Guard playing in homeland security? A. The Guard has always been, since Plymouth Rock, fundamental to homeland security. We just haven't been presented with a threat in about the last 150 years like we have since the 11th of September.
