The Government of Canada's National Security Policy (NSP), released in April 2004, maintains that the most effective means of ensuring Canadian security is by engaging potential threats overseas. At the same time the NSP points to gaps in domestic and continental security that have been obvious since 9/11. Consequently, the NSP stresses increasing defence against terrorism at home. The Canadian Navy is meeting both of these challenges. The Navy has prominently demonstrated its expeditionary capability in recent years, particularly in the Arabian Sea and Gulf waters, while at the same time, elements of the regular and reserve fleets on both coasts -and, this summer, in the Arctic as well - have shown the Navy operates effectively in home waters.
