Flood of the Red River Basin in 2009 and Effectiveness of Rapid Mitigation Efforts

This article has presented the sources of the extreme flood that occurred in the city of Fargo, North Dakota, in 2009, a unique event caused by snow melting rather than excessive rainfall. The effectiveness of the rapid emergency management system was discussed. The crest of the Red River during the 2009 flood broke the record set during the 1897 flood. An exceptional amount of precipitation followed by abrupt snow melting owing to a sudden temperature change was the primary source of the flood. The soil properties and topography of the region also contributed to the inundation of the river. A combination of the permanent levees and temporary dikes/sandbags effectively mitigated the highest-ever flood of the Red River. Government officials are currently discussing two diversion plans for long-term flood protection (Fargo diversion and Moorhead diversion) to mitigate the potential impact of future floods.
