The US National Oceanic and Atmospheric Administration (NOAA) has clashed with Congress over attempts to finance its National Weather Service (NWS), after an investigation revealed on 24 May that the service had misappropriated funds. It had redirected millions of dollars to regional weather offices without Congress's permission. On 25 May, John Hayes, director of the NWS and assistant administrator of NOAA, resigned - although officials denied any link with the funding revelations.
