Japan is likely to meet its goal of doubling its science spending by 2001, but it still needs to improve the research environment at national laboratories and universities. That is the conclusion of a progress report on the government's five-year plan on science and technology, written by the Science and Technology Agency and released last week. The science and technology basic plan, which was launched in 1996, includes a commitment to increase the number of postdoctoral researchers to 10,000 over the course of five years. This target is now likely to be achieved by the end of the 1999 fiscal year, which starts in April.
