The pressure for enhanced transparency of science spending is increasing. In the United States, for example, there has been a long-running and occasionally fractious debate about what is reasonable to count as the 'indirect costs' of research. And one of the conditions of extra money allocated by the UK government last year for science and engineering was that the research sector would improve the transparency of how the money is used.
