Energy policy experts are sharply divided about the adequacy of a proposed research and tax incentive package, worth $6.3 billion over five years, that the Clinton administration says is needed for the United States to comply with the Kyoto agreement on climate change. The package — part of the budget proposals announced last week—has been welcomed by supporters of the Kyoto deal. It is the administration's first action to comply with the agreement, and may be its only action in advance of the agreement's ratification by the US Senate.
