BETWEEN 1945 and 1986, a vast industrial complex in the United States produced 56,475 nuclear warheads. Comparable plants in the former Soviet Union made a similar number. This desperate struggle for nuclear supremacy, in which the two adversaries built 98 per cent of the world's nuclear stockpile, has left a daunting physical legacy.
