IN the now-long history of the United States, 28 June 1995 may prove to be one of those fateful dates (like 7 December 1941) after which things are never again the same. For the day just weeks ahead is that on which the United States has threatened to levy penal sanctions on Japanese motor-cars imported into the United States. Those wishing to import a luxury Toyota or Honda automobile will have to match the substantial price-tag with an equal payment to US Customs. The calculation is that hankerings after expensive Japanese cars will simply melt away; people will settle for a Cadillac (or a Mercedes) instead.
