An Increasing number of U.S. companies are moving technical operations and IT contract work abroad. Meantime, tech employers are hoping to hire more foreigners in the United States, thanks to a loosening of restrictions on H-1B visas. Either way, the American tech pro is getting the shaft, critics argue, as "cheap" wins the day and well-paying jobs become scarcer. But it's not one and the same story. In fact, the growing interest by U.S. companies in offshore IT outsourcing is partly the result of restrictions placed on whom they can hire at home. If we want to create an environment in the United States where technology hiring flourishes, it's in our best interests to liberalize the tech labor market, while placing far more emphasis on the science and math education (primary and secondary) of our citizen youth.
