The UK education system has recently seen several initiatives to wide participation in education, both across socio-economic backgrounds and across the ages at which qualifications are gained. There is also a trend within government circles to impleme nt policies based on a clear economic rationale. In July 2000, the Parliamentary Under Secretary of State for Lifelong Learning stated the importance of evidence-based policy initiatives: If we move of forward to compare the returns to all qualifications-expressed in terms of earnings gains-with the costs of delivering those qualification, we have a tool, which will help us allocate resources effectively across the Department.
