A pressure group representing television viewers and radio listeners last week strongly criticized Ofcom's proposals for local television, accusing the regulator of "sitting on the fence" by refusing to allocate specific spectrum for such channels.rnAt a conference run by Voice of the Listener and Viewer (VLV) there was a heated exchange between James Thickett, the communications regulator's director of market research and intelligence, and the group's members about proposals for the use of "interleaved spectrum".rnThis spectrum is where a frequency used by a transmitter in one part of the country is unused in other areas and Ofcom believes that within such "white spaces" room could be found for channels in 80 areas, from small market towns to big cities.
