Commercial broadcasters will urge the European Union to avoid reopening the entire Telecoms Reform package if agreement cannot be reached on an amendment, intended to protect Internet users, that appears to have blocked the legislation.rnGermany's VPRT association, among others, fears that disagreement over the amendment could threaten a package that includes important measures for broadcasters, such as the roll-out of next-generation networks and the liberalization of spectrum.
