Incumbent and alternative telecommunications operatots in Central and Eastern Europe are increasingly turning to direct-to-home satellite television to supplement IPTV services that are underperforming.rnAt the same time, they are working out the best way to counteract - or exploit - the growth of over-the-top video delivered to the television set.rnThe operators' IPTV services have generally struggled to gain substantial subscriber numbers. Despite the launch of so many IPTV services across the region, it has been DTH that accounts for more net television additions than any other platform (see fig.).rnPerhaps the most successful IPTV service launched by an incumbent in the region is that of Hravatski Telekom in Croatia. Local executives put this down to the very low level of cable-television penetration in the country.
