摘要

It has been 32 years since passage of the landmark statute that established the FAA's Office of Commercial Space Transportation (OCST) (FAA/AST), the "Commercial Space Launch Act" (1984). I was a contributor to the drafting of this statue, as well as a former OCST director who oversaw the initial licensing regulations carrying out the Act. I also licensed the first commercial space launch company (Space Services, Inc.). Accordingly, I reviewed this article with particular focus on whether or not the current leadership has managed to adhere to the original governing philosophy that shaped the creation of this licensing regime.
