Recent regional agreements in the large population, rapidly growing non-OECD countries

We analyze recent regional trade arrangements involving large-population and rapidly growing non-OECD economies (the LPRG countries). Our aim is to document their content and to provide an assessment of their significance for the trading system. The economies we consider are Brazil, Russia, India, China, South Africa, and ASEAN. These economies jointly comprise more than 60% of the world's population, and their collective average growth rate in recent years may be in the order of 7%. For now, their trade with each other is small, and their joint interest lies more in trade flows with and investment flows from the OECD. While the scope and content of each bilateral agreement varies across the countries, each has recently been involved in regional negotiations and more negotiations are under way. We provide an overview of the emerging regional treaty structures for this bloc of countries and also assess instead whether these bilaterals and plurilaterals could in the future provide the basis for a new non-OECD trade bloc, or whether their coverage and structure is simply too limited, vague or too diverse for this characterization to yet be credible.
