The European Union Council has made another contribution of nearly €10 million (about $13.2 million) to the International Atomic Energy Agency's Nuclear Security Fund. The NSF was set up in the wake of the September 2001 terrorist attacks in the United States as a voluntary funding mechanism to support the agency's efforts to prevent, detect, and respond to nuclear terrorism around the world. The EU is one of the largest contributors to the NSF through a cooperative agreement with the IAEA. The new funding effectively launches a fifth Joint Action program under the original 2003 agreement. The previous four programs received EU financial support earmarked for joint EU-IAEA security activities in only a few regions-Eastern Europe, the former Soviet satellite countries of Central Asia, the Middle East, North Africa, and Southeast Asia.
