Oskarshamn management violated the spirit of new physical protection regulations and also the plant's own procedures by allowing contracted cleaning personnel with no security training to guard a secure area, Swedish regulators said in a report released October 30.rnOskarshamn management said the cleaning employees were expected to call security personnel in from another area if needed.rnThe workers came from ISS, an international companyrnthat is based in Sweden and provides service workers, including cleaning, cafeteria and reception staff. Although the company does offer security guards in other countries, it does not in Sweden.rnThe Swedish Radiation Safety Authority, or SSM, made a special inspection at the plant October 16 and 17 following media reports about the situation.
