Ocean and Coastal Management readers study and experiment with various management frameworks and tools. Integrated coastal management, integrated coastal zone management, community-based coastal management, ecosystem-based management, and marine protected areas are only some of the widely applied frameworks and tools with which we have experience. While there is a tremendous amount of valuable practical knowledge, rarely do we examine the efficacy of these frameworks and tools in a rigorous and comparative manner. This theme issue represents three years of field research in the Philippines and Indonesia that explores important questions for ICM-why is ICM rarely sustained beyond project termination and how to improve ICM processes sustainability over the long-term. The central focus of this effort was developed in 2000 after lengthy discussions regarding the key barriers to effective ICM in developing country contexts. The success of ICM in encouraging sustainable resource use was apparent in Southeast Asia, but the difficulty of sustaining processes over time, especially when projects depended of outside financial and technical resources, was apparent. The mechanisms that either support or hinder long term ICM process sustainability were, however, a "black box" that warranted investigation and articulation. Many practitioners and researchers had their preferred explanation for why processes collapse, but rarely were these opinions grounded in empirical research, nor were they published. These papers represent the collective output from over one thousand interviews, dozens of fish and coral reefs surveys over more than a decade, and a thorough peer review process engaging practitioners and researchers from around the world.
