摘要

This report on ODA/investment synergies has been prepared by the Development Co-operation Directorate, based on work by an external consultant, Ms Maria Unterrainer. It is a contribution to the joint DAC-Investment Committee undertaking on ODA/investment synergies, which is part of the broader OECD Initiative on Investment for Development. Results of the Initiative, including policy lessons on effective uses of ODA in promoting investment in developing countries, will be presented to the OECD Ministerial Council Meeting in May 2005. An earlier version of this document was circulated to the DAC and the Investment Committee for comments in September 2004. A revised version was presented at the OECD Global Forum on International Investment in New Delhi on 20-21 October 2004. This report will be published in the DAC Journal. This document is also being circulated to the Working Party of the Investment Committee, as DAF/INV/WP(2004)4/ANN3.
