In an era of budget deficits and growing war costs, there is tremendous pressure on lawmakers to cut federal spending. In response to these realities, the Administration's FY2006 budget proposal is expected to include dramatic reductions in procurement and weapons programs and is an early indicator of the funding challenges facing the Department of Defense (DoD). These challenges also prompt reviews of existing programs and negatively impact the resources available to support and enhance military pay and qual-ity-of-life programs including targeted pay hikes, additional health care enhancements, and other benefit improvements.
