The powerful influence of a range of social and economic factors on mental health has been documented in virtually all epidemiological investigations of mental disorders. These risk factors are similar to the various indicators used to measure 'human development'. This concept was first operationalised by the United Nations Development Program in its first 'Human Development Report' released in 1990. That report opened with the lines: "The real wealth of nation is its people. And the purpose of development is to create an enabling environment for people to enjoy long, healthy and creative lives. This simple but powerful truth is too often forgotten in the pursuit of material and financial wealth".
