Tinker air force base, okla. — Retired USAF Lt. Gen Richard A. Burpee slows his sedan to a crawl along Douglas Avenue to show where the proposed $600 million Maintenance Repair and Overhaul Technology Center (MROTC) will be built. "There, that whole area," says Burpee, pointing to an vast, flat green field directly east of Tinker Air Force Base (AFB). "All we need are a few tenants and we can get started," smiles the general, who now is executive director for aviation and military development for the Greater Oklahoma City Chamber.
