In 1993 a dispute erupted between the governments of Tonga and Indonesia regarding a satellite orbital position over the Asia Pacific region. For a period of several months the countries operated dueling satellites, with Indonesia's Palapa Pacific-1 and Tongastar 1 occupying the same geostationary orbital position of 134 degrees East. Ownership of Palapa Pacific-1 is with Indonesia's Pasifik Satelit Nusantara. Rimsat Ltd. of Fort Wayne, Indiana, operates Tongastar 1, a leased Russian Gorizont satellite. Tongasat leases the orbital slot to Rimsat on behalf of Tonga. As a small island nation, some people in the international community felt that Tonga was merely trying to make some fast money by hoarding orbital positions it never intended to use, and then selling them off to the highest bidder. Finally in October 1993, the International Telecommunication Union (ITU), the Geneva-based specialized agency of the United Nations that regulates and standardizes international telecommunications, brokered an agreement between the two. Palapa Pacific-1 and Tongastar 1 would continue to share the geostationary orbit position under the condition that they not cause radio interference with each other. The agreement allowed Indonesia to use the position until the end of the Palapa Pacific-1's operational life, which was expected to be 1995.
