Global deregulation has unleashed tremendous investments in new cable and satellite facilities throughout the Asia-Pacific region, causing prices for international transport capacity to drop dramatically. Low-cost end-to-end bandwidth encourages new and traditional carriers within liberalized markets to expand their services into similar markets abroad. This fosters the international competition and lower rates envisioned by signatories to the WTO Telecom Accord. But liberalization and low-cost bandwidth do not directly address major cost and management issues associated with entering international markets. Securing gateway switching facilities can be a formidable barrier, especially at startup when success is not guaranteed and initial revenue streams are low. International Gateway Service Providers offer a viable alternative to investing in a switch or leasing unbundled services from underlying carriers that can also be competitors.
