In its desire to be a leading player in the development and commercialization of the next generation of communication technologies, Japan's government, with support from the industry, has sponsored a range of research initiatives and study groups in recent years, all designed to establish the country's foothold in 4G. Japan has also been collaborating with neighboring countries on research-and-development programs that could put north Asia at the forefront in key areas of 4G development. As long ago as late 2001, Japan's MIC (Ministry of Internal Affairs and Communications, formerly the MPHPT) established a research project and plowed in funding of ￥5 billion (US$40 million) to explore key areas related to 4G. The MIC's plan was to see the development of 4G mobile networks supporting devices capable of receiving and transmitting at speeds up to 100Mbps, as well as stationary devices, including WLANs, that could transmit at speeds even greater than 100Mbps.
