It is not true that former Public Works Secretary Hermogenes Ebdane, Jr. is a licensed civil engineer. Ebdane had two years in the five-year civil engineering course before he entered the elite Philippine Military Academy in Baguio City. After graduating from the PMA, Ebdane enrolled in private schools in the provinces to finish his civil engineering. This is perhaps are reason why the Philippine Institute of Civil Engineers did not elect Ebdane as president of PICE, unlike former Public Works Secretaries Jesus Hipolito or Undersecretaries Aber Canlas and Ramon Aquino, who were elected PICE Presidents.
