It seems there is always a better way to repair a pipeline than taking it out of service. Now, with the advent of integrity management program (IMP) regulations, more and more anomalies are being found on pipelines that require repairs before they develop into problems resulting in the loss of product. During the very early history of pipeline transportation, anomalies in need of repairs were usually found after they began to leak and repairs would be made during operation, sometimes at a reduced operating pressure. Such methods of repair consisted of no more than applying a welded patch, or puddle-welding, or worse yet, just a wooden or metal stake driven into the leak until it quit leaking. In more recent history, the pipeline would be temporarily repaired. In cases where a leak was too large to repair while operating, the pipeline would be shut-in and evacuated so that a permanent repair could be made.
