It has been a nearly year since 11 men lost their lives during the Deepwater Horizon incident in the Gulf of Mexico. Shortly after the incident, the Obama administration imposed a ban on deepwater drilling in the Gulf of Mexico. The courts subsequently overturned the ban. The administration imposed a second ban that it subsequently lifted to avoid another court ruling. In the months since the incident, the administration appointed the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling (National Commission) that issued an extensive report and recommendations. The Department of Interior reorganized the offshore regulatory functions into the Bureau of Ocean Energy Management, Regulation and Enforcement (Bureau).
