As this is written, both houses of the U.S. Congress are grap-pling with a "new" energy policy bill. Latest word from the House leadership is they may get a bill by the end of the year but whether both houses can come to a compromise by then is questionable. The problem is that instead of technology and economics setting the parameters for such important legis-rnlation, politics is in control. Best way to sum the situation up is a Will Rogers quote; "This country has come to feel the same when Congress is in session as when the baby gets hold of a hammer."
