With its abundant refineries and onshore pipeline networks, the U.S. Gulf Coast region is a major center for handling imported and transshipped crude. Moreover, it is home to the nation's Petroleum Reserve, an emergency supply of crude oil stored in huge underground salt caverns along the coastline of the Gulf of Mexico. While the area accounts for a diverse range of crude oil amenities, Unocal subsidiary BOOTS LLC is betting that future deepwater production in the Gulf and crude deliveries from the Western Hemisphere and elsewhere will create a need for a new deepwater port.
