The installation of phasor measurement units on part ofnthe grid affected by the September 8 power outage in Arizona,nCalifornia and Mexico is aiding the data collection needednto investigate the incident, the head of the North AmericannElectric Reliability Council said.nFor other large outages, such as the 2003 blackout in thenNortheast and a 2008 outage in Florida, phasor measurementnunits were not in place and the investigations spent a lot ofntime synchronizing exactly when events took place, GerrynCauley, president and CEO of NERC, said at a meeting of generatorsnin Atlanta last week. Precisely matching up time stampsnon when generation units tripped and power lines were affectednis a big part of any outage inquiry, Cauley said.
