As legislators and regulators in Pennsylvania grapple with how to address the state's power market, at least one commissioner is throwing out plenty of ideas to deal with a restructured market that he says is not working. Among the suggestions at a legislative hearing last week were a limit on competition at the retail level, a tax on power plants sold by utilities, a legal challenge of the Federal Energy Regulatory Commission's oversight of PJM Interconnection and a statewide regional transmission organization that would replace PJM for Pennsylvania utilities.
