Policymakers must pay attention to the interplay of federal and state roles in reducing greenhouse gas emissions if they are to ensure an effective national reduction plan, the House Energy and Commerce Committee said in a white paper last week. "Sorting out the appropriate roles of each level of government in addressing climate change is far more complicated than the specific question of whether state climate change programs should be pre-empted," the paper said.
