They must sign agreements by June 16 and provide financial security by June 27. The security can be in the form of cash, letters of credit or creation of an escrow account. The security can be steep, said Peter Blood, vice president of origination and portfolio management for wind and solar developer Columbia Energy Partners of Vancouver, Washington.
