Wisconsin's consumer ratepayer advocacy group and a key environmental group want We Energies to shut four coal-fired units instead of installing $830 million in pollution-control equipment. Citizens Utility Board and Clean Wisconsin argue that it would be less expensive to shut the Oak Creek units totaling 1,135 MW. As an alternative, the groups recommend that the Wisconsin Public Service Commission shut two of the older units totaling about 500 MW, saving ratepayers about $100 million. According to We Energies, the installation of pollution-control equipment is needed to meet the Clean Air Interstate Rule and federal ozone requirements. It is also a key part of a consent decree with the Environmental Protection Agency, which had been investigating the utility for Clean Air Act violations. The four coal-fired units at the Oak Creek power plant are the utility's largest source of nitrogen oxides and sulfur dioxide emissions. Without the new pollution-control equipment, We Energies would be forced to shut the units by the end of 2012 and buy wholesale power or build a new plant by 2012, the utility told the PSC. Shutting the units would cost $612 million more than adding the pollution control equipment, We Energies said.
