Entergy and the Southwest Power Pool disagreed on what projects must to be built to keep its transmission system reliable, SPP said last week in a report to the Federal Energy Regulatory Commission. SPP was hired by the company to serve as its "independent transmission coordinator." Entergy did not include 30 projects in its transmission construction plan that are required to meet planning criteria under FERC's guidance in Order 693, the ICT said. In that order, FERC said it opposes planning of a system that allows the interruption of load that is not directly related to a "specific event." It also wants the system to limit to 100 MW the amount of load interrupted by such an event. The ICT developed its list of construction projects to make Entergy's transmission system robust enough to avoid shedding any load that is not the direct result of an event. System operators can manually interrupt load on other parts of the system that are not directly connected to the problem as a means of relieving load that is directly affected by an event. The projects also would help limit interruptions caused by single events to 100 MW. Entergy's construction plan includes projects that the company expects to build between 2008 and 2010 that it believes are necessary to satisfy the planning criteria. The ICT has the authority to overrule Entergy's decision to exclude certain projects from its construction plan, and developed its base plan based on its understanding of the FERC order, the report said.
