The California Public Utilities Commission last week granted $600 million for the creation of the California Institute for Climate Solution after lawmakers and consumer advocates questioned why ratepayers would be shouldering all costs for the effort. The PUC's move on Thursday comes as regulators are confronting tough choices about allocating ratepayers' money, as worries about an economic downturn and global warming are on the rise. Proposed by the University of California, the institute will focus on accelerating applied research and development of commercially viable technologies to reduce greenhouse gas emissions to slow global warming, the PUC said. The funding for the institute, $60 million per year for 10 years, will come from a surcharge on ratepayers' bills. The institute will be expected to secure matching funds over this timeframe. The institute also will study changes the power industry is likely to face in a carbon-constrained future. PUC President Michael Peevey acknowledged concerns about ratepayers footing the bill for the institute.
