The final months of 2008 could be both busy and noteworthy for Northern Indiana Public Service as it explores "build or buy" options to add at least 500 MW of capacity to its portfolio while pursuing its first base electric rate case in two decades. Robert Skaggs, president and CEO of NiSource, Nipsco's parent company, told financial analysts during the August 4 phone conference to discuss quarterly earnings that Indiana's second-largest electric utility intends to file a long-anticipated rate case with the Indiana Utility Regulatory Commission before the end of August (see related story, page 24). Skaggs did not disclose how much the utility will seek. Duke Energy Indiana is the largest electric utility in Indiana.
