Unlike many US electric generators facing legal and regulatory opposition from environmentalists over plans for new coal-fired power plants, the city-owned electric system in Springfield, Illinois, quietly is forging ahead with construction of a 200-MW coal unit. And it is well ahead of schedule and on budget. Ratings agency Standard & Poor's, a subsidiary of The McGraw-Hill Companies, has taken favorable notice. Last week, City Water, Light and Power said the new generating station, Dallman Unit 4, is targeted for commercial operation in the fall of 2009 at the muni's 372-MW Dallman baseload plant. That is about half a year earlier than originally expected.
