The potential economic and environmental benefits of new transmission investment have not yet been realized in New York, says a white paper released in November by the state's grid operator. One main reason may be that New York Independent System Operator's comprehensive reliability planning process "differs fundamentally" from its neighbors PJM Interconnection and ISO New England.
