Saying that competitive electricity markets are "under attack," an industry consulting group last week warned against revisiting the regulatory policies of the late 1970s and 1980s, when market conditions were just as challenging as they are now. In the late 1970s fuel prices were spiking dramatically, capital costs were rapidly escalating, environmental concerns were coming to the forefront, and unanticipated changes in customer demand were occurring. These are similar to conditions facing the industry now, but re-regulating is a bad idea, says the report by the Northbridge Group, commissioned by Reliant Energy. "Competition is under attack now at the state level ..." coauthor Frank Huntowski said at a news conference in Washington sponsored by the Compete Coalition, which has been in a running battle with some customer groups about the outcomes and value of competitive market structures. "Now is really the most important time for a competitive market."
